I think its more to do with the fact that they don't need to make a good game. The Matrix game has sold really well even though it sucks. Why should they bother pouring in extra developent time to make a good game when it will sell anyway.
Movie licensed games have always sucked. Best example, "Cliffhanger" ont the Amiga. used to have a great Amiga Power review of that. The Batman the Movie game on the Amiga is somewhat of an exception - it wasn't terrible, just not great. Used to have some other exceptions, but cannot remember them now.
