Why lose power when you win?

I was interested in being as powerfull as I was when I won, as too start a new game! Can I maintain my status when I start a new civilization? Other civilizations seem too be much advanced when I get too this new galaxy. Can I be advanced in a new galaxy? Or do I have to start a new civilization after every victory?
