Help! No Resources anywhere?

I am in the middle of a game, dominating everywhere. But now all of a sudden all my worlds say no resources in the build queue even though I have a surplus income with spending at 100% and military at 100%.

I just took over the Dregin and my bank account dropped to negative 5000+. What is going on?
