Admittedly I have not played a whole lot of games, somewhere greater than 20 less than 50. I have never seen what terror stars are. Can someone give a quick explanation? They are cool?

It seems to me that the AI doesn't value them enough (correctly?). They seldom buiit and never use it. Sometimes it might save them, instead of planting a dozen of useless starbases all over the place !

Since you seem to know the intricacies of modding, another question: is there a way to change the AI building preferences/priorities, so it ould consider using TSs?
