How to win by Alliances

I wanted to win once with alliances, but after researching it, i didn't found it as an option while i was discussing with the other empires (especially the ones i was on friendly terms with) what should i do? thanks

You've got to improve from "friendly" to "close" before you get the alliance option.

Also I'm not sure wether this is true or not, but the race you want the alliance with may need to have the Alliance technology too.

Yes it needs the alliance technology before you can ally with them and the relations need to be close. ;)

Another note is that an AI may not move to close if you are already allied with another AI that it dislikes. So be sure to get all the AIs to close, then ally with all of them. If they aren't at close, a gift of a few thousand BCs for an insanely long period (doesn't matter since the game will be over) will usually put them there.

As far as I can tell, anything beyond 100months does nothing.

Also note, none of the majors may be at war with other majors for the alliance win to kick in.

@Peace Phoenix--there are broken elements with getting immediate results (tech, relations improvements, etc.) for per turn payment. Civ3 suffers from buying on credit as well, but the credit period is limited to 20 game turns. IMO, buying on credit is FAR more important in the early phase of the game, when there is a real danger of being overrun by the military-tech beelining majors. After relations are stabilized, it's a matter of how to get the game to acknowledge that you have won.
