About purchaing and downloading...

I just stumbled upon this site and this game while.. oddly enough.. looking for stuff about Master of Orion.. and this game has definately caught my attention.
From what I have read i can buy and then download the full version.
Now I *thought* I remembered readin about how this works.. but iv ebeen searching the forums and teh other things on the site and I cant find the information again.
so my questions are.....
1 - If i download the game now.. seeing as it has been out for a while.. do I still get all the updates and releases that came out in that 1 year period?
2 - seeing as I would download and not buy the CD... how would I re-install the game if there were problems with it? computer dies.. formated drive.. etc?
3 - the price of $39.99,.... which currency is that? US Dollars?... I dont want to pay for it then realize it actually just cost me almost double due to teh exchange rate...

(thank you EB for that) For 60 bucks I beleive you can get a drenglin (not sure if that's correct spelling) subscription which gives you GalCiv and all of Stardocks games for free I beleive for 8 months. This also gives you expansion for GalCiv Altarian Propheicy for free as well. And if you decide to get GalCiv NEVER play on maso difficulty level on your first time( I'm getting killed on normal still).
