Professor, whats the tax rate?

Past midnight in Japan. Actually dreaming about gal civ and woke. What is funny is this wasn't a dream about spaceships in battle or anything like that, it was the economics of gal civ.

Must be a pretty complicated equation, but how is the "Best income by tax rate" calculated? Must include a lot of sub calculations?
