New game doesn't reset correctly

Hi,
I played a game where all the planets were occupied and social improvements were in place research was fairly well developed Avatar ships and stuff and once again got walked over by the Drengin (:-) ) and exited to the menu and started a new civ. Imagine my surprise when i couldn't purchase any social improvements whatsoever. Even though it was a new game, soil improvements were available, nothing at all. It was a real shame because some of the planets were really awesome.
I had to restart the entire game completely to reset everything.
The comment someone made about the research going down to 1 turn and then Next Turn also happens with Social/Military improvements I believe. Goes to Next turn.
Not sure I like the idea of purchasing build capacity. I like to buy things like Soil first off and then set Fusion plant next but that doesn't work. you have to wait a turn.
Also seen the complete hand on clicking the Next turn button. Had to kill the game off from Task Manager.
Big improvement over Alpha 9 though.
