Starbase culture problem

Still there. There shouldn't be a synergestic effect.

Huge map, I converted my resource starbases that were in the boondocks into terror stars and brought them home to where they could be useful. Culture started going way up. As an experiment I grouped 8 of them and sent them towards another empire. At one point the sector had over 100 million culture. (And at that the starbases did not have full culture mods on them.)

It takes time for them to get there but it's still an irresistable force.

Well known tactic. Cultural starbase modules multiply their effects as oppossed to adding them together. This makes a few starbases with cultural effects very very deadly. A few deathstars with full cultural upgrades can easily convert half the galaxy.

1 tarror star can descimate a galaxy without any culture bases... LOL just by blasting everything.... Resistance is futile

It's wasn't really a bug, per se, and it has been fixed in the most recent AP beta. Whether it will filter down to GalCiv or not is a different question, but I'd be somewhat surprised if it didn't.
