GalCiv crashes when attempting to start a new game, please help.

I recently purchased GalCiv and played one full game on the original version (1.01??) that I installed from the GalCiv CD. After finishing the game, I submitted the score, archived the old version, and then upgraded to 1.20.086. Now when I attempt to start a new game, it crashes every time on the "opening yearly report" screen.
I'm able to select my abilities, set the intellegence of my opponents, view the opening video, and then the "opening yearly report" screen comes up. I'm able to scroll down to view all of the text on the opening screen, however when I select Done to start the game, it closes and returns me to my desktop.
I've read thru several of the threads and tried several things. One of the threads mentioned making sure .bik files are not associated with anything. That file time wasn't listed at all, so it wasn't associated with any program. Another thread mentioned downloading the Bink tools, which I did. After installing the Bink tools, .bik files are now associated with Bink Video. I deleted everything from the savegames file to make sure the game I saved that was the older version was not causing a conflict. I made sure the video card is set for 16-bit, 1024x768.
I attempted to find the smart exception program on the stardock website, however I was unable to locate it. If using the smart exception program would help, please let me know where I can find it.
