Programs opened by registered document/file are not skined

Hi everyone,
...for example notepad opened by exe is skined but opened by txt it's not.
do you know why or how to fix it?
Second problem is that I can't or don't know how to hide WindowFX shadows while moving. This opion seems to be not working. Checked or unchecked doesn't make any difference.
