How do I form an Alliance?

I haven't really figured it out. Do I need to reseach it? Or do I need to just wait until other civs ask me for one?

You need to research the Alliance technology first. Then, you must have 'Close' relations with the other civs. :)

Also sometimes even if you are close when you propose alliance they will not accept except you throw some bones into the deal, couple of techs or money.

Also the other AI's must have also Alliance.

and close relations as someone mentioned as well. To get close relations you need to send trade ships the AIs way or give them a LOT of tech. Trade is usually a better long game option, especially if you want to keep a tech lead.

Giving tech, or BC over 100 months with a great diplomatic skill help a lot to move relation toward close.

The best way is to start off with small amounts like 20BC over 100 months. Do this a few times spread out over something like 20 turns, and they should start getting to close. Also, a lot of trade, similar views (morality), and getting that AI dependant on you help.

I don't have many problems. But then, I'm a basic empire/economic builder that likes to dabble in a bit of war now and then.

Simple trade is more then enough to get "Close". If they are of opposing alignment (and you still want them as a buddy), then trade LOTS with them. Once we both have Alliance, I find it's usually a very simple matter for me because by then, we've been "snuggle buddies" for so long.

Now, on the higher difficulty levels, it might take a lot more then trade. It might take a lot of bribing.
