Opening Enemy Planets

After a planet was captured from me, I clicked on the planet. For what reason, I've no clue.
Anyway, I was able to open the planet screen and modify the build options. Not only that, I was also able to purchase the build project, using the enemy finances. Man, that REALLY messes with their economy. LOL
Obviously, one should NOT be able to see another race's planet structure, but also should not be able to modify it.
One more thing, I think that when the game starts, the player should not know where the other race's quadrants are until they have either had meaningful contact with that race or actually been there. I noticed that even though you've searched the area of a planet, you must return there to have the screen update that another race has colonized there.
