Need tips for a technology victory

Hello.

I haven't been playing for too long. I am fairly new. I have managed to get one victory through millitary might. I now wanted to try to beat the game through technology.

I read some where that it is the hardest victory to get. Is this true?

I also needed some tips before I get started. I need tips that will make it easier to achieve technological victory. (keep in mind that I am setting the difficulty on sub-normal, if this helps any)

What are the best bonus stats to add on?

What would be the best galaxy size/inhabital planets to set?

What is the best way to run my economy?

How should I play the game in terms of diplomacy?

How should I play the game in terms of millitary?

Should I be good, evil, or neutral?

Is there any thing else that I should know? Or is there any advise you would like to give me?

Warning, this is the victory type, that scores the lowest on the metaverse, but its still fun to play for.

I would go for rare/huge.
Starting picks: Populist party. +1 speed, +? diplomacy and +? trade.

The speed is needed because it will give you an advantage in the planet race, and it will make your freighters reach their target faster (when creating the trade route).
The diplomacy bonuses are needed because, i would want to keep the AI's to war against each other (to keep them of my back and to direct their trade my way).
The trade is an optional it could be basically everything. The reason i put it in here, is because you should end up the major part of your income come from trade.

The way i would play it is:
1) Keep miliary spending at 100% (and general spending) untill 4-6 colony ships has been send out.
2) Shift to 100% research, for Medical Theory and Basic Environment Control
3) Shift spending to 50% research and 50% social, build Soil, Hab, entertainment and research Communication Theory and Universal translators
4) If you haven't met a minor by now you should go for Diplomacy and Trade, if you have trade them for these.
5) When you get trade you should have finish habitats on most/all (probably 3-4) of your planets. Then shift to 100% military and produce freigthers (from your best PQ worlds, constructors from the rest). In this phase you might also have to correct your general spending rate to avoid going below -500 bc (but go as close as possible)
6) Once you meet the AI majors, you should at some point shift your spending to zero to get cash, to bribe them of to war against each other. Factors to look at when deciding who is going to war against who:
1) Their military strength
2) the number of planets they own
3) Internal trade (try to break up trade amongst the AI's)
The easiest (cheesyest) way to do this is bribe them with a small amont (10-20 bc) over 100 turns.
6) You start building up your planet (no military is needed - just keep the AI's at war). Build sensor drones and start discovering the universe, find 3-4 research ressources and park constructors nearby, if they don't get "free", you buy them. Mine them to their max.

Whats important is:
1) Constantly making sure you stay out of war and that none of the AI's get to strong (by bribing them war). If this is done right (and with a little luck), you won't have to build a single military ship.
2) Find those research ressources and grab them/buy them. Then mine them all the (look at http://webpages.charter.net/trevorpowdrell/a_mining.htm ) to see what you need to research.

Ok, this got a little long winded. I hope some of it is usefull. Please do comment if it doesnt make sense.

I didn't find it to be, though mileage may vay, sepending on your settings(Galaxy size, planets, etc.). Of course, difficulty level is the main determinant here.

That's really a matter of play style, but Econ, PQ, Speed, Morale and Pop. Growth are all good choices. The main thing is, play with a party and picks you're comfortable with.

For beginning, I'd suggest staying at Medium or smaller, I've learned a lot about the game playing Tiny. Planet availability should be on an average or higher setting, Abundant would be a good choice here.

Using the Federalist party, and maxing the Econ picks should keep you raking in money. Don't try to build everything on every planet, focus your systems towards a certain type of building. Save Shipyards and related shipbuilding improvements for your most productive planets. Just be sure to keep an eye on your morale, it is quite important.

Try to maintain good relations with the Programmed Opponents. Trade will help out here, as well as gifting some lower end tech to unfriendly civs.

Keep within your budget. At the lower levels, you can get by with a small navy, concentrate on maxing out your trade routes, and building Starbases.

Why, Good, of course! Heh, totally personal preference. Evil choices tend to be of immediate impact, Good choices may be more subtle, but they each have their advantages.

Plenty. I strongly recommend taking the time to read through the Strategy forum, use the search feature for specifics, as well, check out the Encyclopedia, lots of good stuff there. Also, check out this link for some solid beginner strategys, you'll be kicking Alien butt in no time!

I've just recently begun playing myself, and had many of the same questions you do, they've all been answered right here. Also, take a few minutes to read about the Empires, they may or not be for you, but you can find a group of like-minded players to "hang out" with, and many Empires have their own sites, with even more Strategy tips.
