It was announced. Heres a post from CariElf in the thread announing it.

Make sure that you get version 1.49M. L wasn't reading the registry correctly so it wasn't reading in any of the Gal Civ files.

Version History:

+fixed bug in 1.49L where it wasn't checking the registry right
+fixed skip mission bug
+restart mission option added to select campaign screen first three
+missions are easier now fixed bug where AI was missing the resource
+(hence building two starbases
adjacent to each other)
+Campaign save games show up in regular load menus. (When saving a
+campaign
game, it still only shows campaign saves)
+made editors show new file extensions in menus fixed name of mission on
+campaign select screen (was showing the wrong
name)
+if you have team mates, their intelligence goes up as difficulty goes
+down
and vice versa
+fixed dead starbases still being used in bonus calculatations bug fixed
+wrong message displayed when you don't have enough money to build a
module bug
+fixed bug that made Gal Civ think that "none" was a custom map (still
+can't
submit games with scenarios or custom maps)
+fixed a crash on mini-freighter bug
+fixed bug where mousewheel could make status bars change

I meant the difference between 1.49M[b].003 and 1.49M[b].002.

i believe mission 3 of the campaign was changed so that the ships the AI starts with are no longer excaliburs, but 3 battleships (which means they are restricted to within a few sectors of their home due to the poor range and speed of battleships).
