Reloading a saved civilization crashes (trap 5 in GalCiv.EXE) when no saved games

This is something I reported way back when the game save/restore feature was added.
If there are no saved games and I try to restore one GalCiv gets a trap 5 with the following

Way back then I was testing for it deliberately since the feature was new. I thought
the problem had been fixed and that we were given a message, but I have not
been testing for it for many builds, so I don't know what build lost this fix. This time
I did it by accident and got the trap 5.

Umm...unless it was just a debug.err message I don't remember ever having it give an error message. I don't know if I ever did have it check for a save game file for loading test.sav, since we'll have a screen where you can pick from multiple saved games eventually. I did a quick fix for now, just so that you won't get crashes if you hit it accidentally.
