Diplomacy and the diplomacy screen

I understand that diplomacy in the game is still in a rought state and is constantly being refined but I have a couple of questions: some I have raised before but not all.

1. In beta 2B all the alien races seem much more willing and able to declare war. Has something changed on this front since beta 2A?

2. Aliens, once they declare war, seem to be unable to say: "whoops, that was a bad idea". No matter how badly they are being pounded they AI will not offer a peace treaty.

3. In my current game the Torian race has declared war on me twice. The first time after I got tired of the war I offered them a peace treaty but they were only willing to accept a straight treaty - treaty swap. Fine.

After 20 - 30 turns of peace they turn around and say that my continued war with the Arcerians was hurting their economy so they are declaring war again.

Now in the initial stage of the war if you go to the diplomacy screen you get a message along the lines of: "The war is fresh and new so it'll be hard to talk us out of it". Later on if you go to the diplomacy screen you get a message along the lines of: "You continue to attack us. What do you want?"

Now my question is: Is the game keeping track of who declared war on whom? The above text is a bit on the side of "Gosh..I don't know why you're attacking us" What can they reasonably expect when they declared war on me?

While you and I may know that they are the ones that attacked us, don't expect them to acknowledge it.

1). Think about some of the more recent conflicts in our world, such as the Bosian Kroats and Serbs, and the Cosovoan Serbs and Muslems. In both cases the eruptions had roots in conflicts from centuries ago where it is now unclear who was the original aggressor or what the original cause was.

2). Also, think about propaganda. It is more politic to "blame the other guy" than to accept blame, particularly when the retoric is for, or may get repeated for, your own people's consumption.
