Ok the neighboring minor race has a planet that's turned to piracy. Can I attack this planet to wipe out the pirates, or will this be declaring war on that minor race?

I want to trade with them, not be at war with them.

How many Pirate ships does one P planet make in a game?

Also my Q wasn't answered....is the P planet considered a new civ? Can I attack it?

Yes and yes. And minor appearing in the game can be attacked.
