Back from GalCiv vacation, but now frustrated

Well, I've just come back from a several month GalCiv hiatus and realized how much I liked the game. But, after starting a medium sized game at normal, I've run into a scenario that leaves a bad taste.
I'm down to only two opponents, the Altarians and Yor. I am allied with the Altarians and the Yor are "friendly" towards me. We all share the same morality rating of 'saintly'. The Yor are allied with the Altarians.
I have tried everything I can to get the Yor to ally with me, mainly because I just don't have the patience to go through a military or cultural campaign. I'm now trying to finish the game only out of trying to close up loose ends, and not out of excitement. I've given the Yor all my techs, countless ships, money, influence, and luxuries, but they will not budge from "friendly". I mean, if they're allied with the Altarians as am I, and we're all the same morality, why am I having to spend 400 turns to get somewhere?
It's just becoming a click, click, click on the next turn button type of game. Am I missing something key here?
