Behavior of some scroll bars is opposite of normal expectations.

While some scroll bars act as we have been led to believe is "normal" by all of the
applications that make them behave a certain way (and some of the scroll bars in
GalCiv conform), at least one of the GalCiv scroll bars act just the opposite. The
scroll bar for "loading troups" which is also used for loading colonists is one:
1). Clicking on the arrow to the left or right of the scroll bar moves it several
increments while clicking on the space between an arrow and the "cursor" causes it
to move only one increment. I.e., with a total population for a star of 100, shifting
the scroll bar all of the way to the left and then clicking the right arrow shifts the
scroll bar to 4 (or 5) while clicking on the scroll bar background between the
cursor and right arrow moves the scroll bar to 1.
