im new and my computer wont let me search on the encycolopedia. Does anybody know how to create An alliance in times of war? You know so it shows on the treaties screen

You can't create alliance with a race you are at war with if thats what you mean. To create an alliance both you and the race want to ally with need to have the alliance tech, and you need to have close relations.

thx thats wat i needed....but i didnt mean the person i am at war with, just someone to help me send that race into hell :p
btw, how do you create a economic capital (and manufacture, political, and tech)?

You don't need to form an alliance for that. Just offer someone with a bigger military some money to go to war with your enemy.
