I have not tried this but you should be able
to download Galciv using Stardock Central.

If you register you Galciv Serial Id with Stardock central, you will be able to download the whole game. Not sure if you internet connection allow such download.

The link posted correspond to the complete patch from 1.0 to 1.20.

If you decide to patch with Stardock Central, only few files will be download, that can result in a french-english version of the game.

One possible thing is to install the bugged french version (1.10), copy the english data files defined here http://www.galciv.com/forum.asp?id=114712&BID=GF&page=1#170669, and then update to the latest english version.
