Cannot click on anything in GalCiv Main Menu

After my game loads, it comes to the part where i should be able to click NEW GAME or LOAD GAME or whatever

it comes to there, and it just sits there
the starbase in the background doens't move at all and the music keeps playing

none of the buttons work, but ALT+F4 works to let me close the game
i've got the latest version of GC (no AP installed) its 1.20 right?

has anyone got the same problem as this? would you happen to have a solution?

more information on the problem:
it seems to skip the intro videos

could it be a codec problem?

also, i've only installed the SD Certified mods :/

Yeah, it could be a codec problem.

Try installing the rad game tools:

 http://www.radgametools.com/bnkdown.htm

Also check debug.err to make sure that it's not reporting problems with DirectSound. 

You could also try running dxdiag to see if there are any problems with DirectX.

i'm going to try a different codec pack i guess, i've been using the KLite one for a while now
