Error creating DirectSound object

I got this when I tried to play just now. Not a big deal, worked when I restarted GalCiv prolly just my comp acting strange. However, while I played it was _extremely_ slow. Like fps 0.05 or something. Is it that without a soundcard? Would be good if it disabled all sound if the initializing faild, instead of continuing trying and slow the gameplay.
