is there a limit to pop per planet yet implemented or planned?

If so, you could have another improvement type, maxpop bonus. With imp's like:
Extreme skyscrapers - maxpop +10%
Moon colony - maxpop +5%
Underwater habitat - maxpop +15%

Or something....
