CTD upon start of game HELP

From time to time I get a CTD when I do the following: Run GalCiv AP and get the screen menu of a circle with boxes for Map Eidtor and Scnario Editor, Campaign Editor, Play Game, and Exit. When I press the play game button, the screen goes dark, like it ususally does, but instead of the main menu appearing, it CTDs. The screen menu is still there. I can press the Play Game button as much as I like and it never starts a game.
Often, if I reboot the computer, things will work. But, not always.
My version of smartexception is not working, i.e., not log is created. What is the link to SmartException so I can download a new version?
Also, I seem to be in a mode where when I submit a game, it tells me that it is an unauthorized custome map or scenarior (or something like that). I have uninstalled and reinstalled AP, but still the same problem.
