Destroying a Colony Ship without Launching it?

Is there a way to decommission a Colony Ship without launching it?
It seems to me that the decommission button only works on ships that are flying around in space and not ones in orbit.
It seems a real shame to keep paying maintenance on the ship or launch it with 10million+ people aboard just to destroy it. (I forgot about one and by the time I went to kill it, I would have had to launch over 100million into space to kill them off. Not something you really want to do.)
