How does the "Attack With" option on the Diplomacy screen work?

I'm not quite sure how to use this. I tried to ask the Drengin to attack the Torians with me, but it didn't seem to work. I clicked on "Attack With" and the Torians were not on the list that popped up. How is this supposed to be used to ask for help in a war?

They will not attack another race that they have good relations with. Warmly or higher i think.
