"Veteran" level on ships

I quite don't understand how the veteran level on ships work - ie. one of my ship got to level 2 and was almost getting to level 3, when it ran out of hit points and I put it to sentry. Then when I took it back to use later level had dropped to 0.

Its level can't drop. Are you sure you were looking at the right ship?
