Research items don't win the game

Hi,
There are two research items that appear to win the game despite the text description indicating that they do.
Galactic Domination and Galactic Peace both indicate you won but so far I've been able to research both and the game is still going. I only have two left to research right now, Mind Terror Weapons and Beyond Human.
