Is "Government" in yet?

I researched "Star Democracy", then changed my government to it, but nothing seemed to happen.

Also, did I miss something? When I looked at the government window I saw three government types, not two. The extra one was (I think) "Star Republic".

The governments work for all their good parts but aren't documented. The downsides arne't in yet.

That is, you get economic bonuses and such by going to other forms of government. It's a work in progress though.
