Well, the place I poked around is a place that you most very likely don't have (I use my own custom built windows shell in place of the traditional start menu/desktop).

The main point of my post though is that you could check to see if you have any programs running in the background that could be sucking up CPU time or memory... try closing anything you have running in your system tray, etc., then run GC and see if your movies are any better.

Look at the resource monitor, see if you have some increases in system resources...maybe something is leaking. Alternatively, maybe something is hogging the CPU.
