The sliders for Destabilize and Espionage started at max on a restarted game.

After downloading Build 1D and restarting a game saved on 1C the sliders for each race for Destabilize and Expionage spending were at max and the values read a wierd percentage value (orders of magnitude above 100%). I have not started a fresh game yet, so I don't know if restarting a saved game is the only place this can happen.
