Question about planets

Its usually takes a sledgehammer to make me understand things so bear with me. Do all planets start off (except those affected by events) the same base research value? Also, when determining your manufacturing planets I've seen several people refer to using 'good' planets but what is the lower limit for a 'good' planet. I've yet to see a PQ breakdown of what should be used for what.

Depends on the planets you have colonized. Given that you are building Soil E. and Hab Imp. for +20% PQ.

These are the bare bones: Sometimes not even worth colonizing
13->15
14->16

These are the low end planets: Very common but not very productive
15->18
16->19

These are the 'good' planets: Not very common, but very productive; worth developing
17->20
18->21
19->22

These are excellent planets: Rare, so seize them quickly: Develop them completely
20-24 -> 24-28

These are the best planets: Some maps don't have them: A jewel of your empire if you have them
25+ -> 30+
