Why do all my starbases have lightning playing across them?

Lightning, arcs or electricity, whatever you wanna call it.

that shows that the starbase or ship is not at full strength. This can happen when it is damaged or when you get a technology / building / resource that increases HP. The ship then repairs to the full strength over time (determined by the repair rate)
