Map Cration dont work as it sould?

The Galaxy I curently played in was created with Habitable Systems every where but only 3 of 11 Systems discofert contains Planets that are 15 or bether. Even if I count the Systems that bether then 10 but below 15 then its 4 to 11. I think this is to less for this setting.

If you're playing on a tiny galaxy, you're not going to get as many as when you're playing on a larger galaxy.
