In the military governor - would like to change "nothing" to a ship.

The "nothing" option does not exist in the "from" list for the military governor. If I have some planets that I have changed ship production to "nothing" and I complete a new tech that produces a new type of ship I would like to be able to change the planets producting "nothing" all in one fell swoop, just like changing "survey ship" to "nothing" in one action.

I'm sure I've had the 'nothing' on the list before. The list seems not to scroll though, so once you fill the list up the nothing disappears.
