Balance

On a large universe even with at easy advantage factor and with every race set to average all races seem to be able to out produce and out research me from the time I meet them. The only think I can just about keep pace on is population. Also unless you get lucky in finding a few good ships just about all the races will be at war with you because you are militarily week. If you can keep them from declaring war you can usually go on to win. This seems a little to hard for this setting.

Also the foreign policy screen that give a description of each race military and economy (average, strongest, weekest) does not seem to match the graphs, it seems like the descriptions are reversed. Strongest is weakest, weakest is strongest.

Also on common planet setting I can usually only find 1 additional planets in my home sector (usually lvl 17) but the aliens seem to have 2 or 3 sometimes as high at lvl 20.

Might be worth looking at these settings.

The planet setting doesn't affect how many planets you have in your system, it affects the quality of planets in all systems.

I've noted the others.

when you start a game you do immediately change you economic settings don't you? you have 1000 credits, use them! Increase spending to 100% and then focus heavily on military spending. This will allow you to throw out colony ships every 2-4 turns (per planet). Once you have colonised every planet change production to focus on research and social. Head for Battleships and then set ALL planets to manufacture these. Do remember to reduce spending when you run out of credits,

surely there are other ways - and counter stratagies the AI can adopt in the finised game?

Unfortunately,
with the current planet grabbing rush, you either grab as many planets as you can at the start or die. Hence the strategy of upping spending and military allows you to compete at higher difficulty levels.
