My Progress bar is

I've encountered several skins lately that exhibit the same problem. They all have weird effects going on during a progress bar animation (like Outlook send/recieve) It's as though the bar is not aligned with the skin? Some skins are fine while others are just awful or plain just black lines. Please note this is not the same animation one sees during a file copy or delete; those animations work fine.

Anyone have ideas?
I read one other post from someone with similar issues but no responses.

PS: I'm using WB 4.59

I've had the same type of problem but for me it was always from converted msstyles.
