toolbar problem

Hey guys, i've seen quite a few post about windows xp pro and the problem with skinning the toolbar. Now i have WB 4.4, AMD 64, 1GB valueRam, and a 128mb pci-e ati graphics card. The funny thing is, that WB works fine on my old system...Winxp pro, 1GB valueRam with a ATI 9600pro graphics card. I've tried unloading, rebooting, uninstalling/reinstalling and i can't get vector cell skin nor any of the others to work...if you have any suggestions let me know. Thanks,

Can you be any more specific about what you mean by "can't get... to work"?
