In safe mode. If you alter only the above referenced entries then not booting isn't really possible.

now when u say temp u mean create a new folder right ... how do i restore the exported file i created .. through system restore ???

I don't think you're going to have to restore it, but if you do, just double click on it and it will import it back. And yes, create a temp folder and after you're done and don't need it, just delete it.

Do this only if you are comfortable and familiar with the Windows Registry. If you aren't, then don't do it.

...I keep looking at some of your last questions.....you do understand what I was saying in the above statement...correct?

You can if you want....I don't think it changed much else. Are you the only user on this computer?

In Windows Explorer, switch to View-Details and then select View-Choose Details. Uncheck everything except the file name and try to delete it. Failing that, re-check all the details and see if it gives a hint what it's up to.

/me wonders if the idea of killing explorer.exe first might be a workable method...

I'd give it a try if I could imitate/replicate what was done with the dl and renaming and running, etc....

Jafo: the explorer idea is a good one, but I'm just not sure what this thing did. That CMD screen that flashed when he executed it, leads me to believe it's an association debacle and set a switch in the Registry. If we can knock down explorer and run a CMD prompt (and guess the extension correctly since what Windows shows and what it thinks it shows can be two different things), then I think we can get rid of it. The problem will arise when he re-boots and the Registry puts it right back.
