Can black space color under boot skin progress bar be changed?

I am new to the skinning community and have been learning lots of things about boot screens.
I was looking for new boot skins to study, and I saw that some people knew how to change the color of the black space that the progress bar would move on top of too a different color, with out turning that space black. I looked at their .INI file and notice that they had additional lines of information added.
To see what I am talking about you can check out the boots by (uZee, and Uzair Sajid,) both are the same person. The boot screens to look at of his are: "Another Blue," on this one he has made a white space for the progress bar to move in, and as we all know when the progress bar move across this white space it should turn black, but it doesn’t. It is the same with his boot skin called "BioTech." The only difference is the colors used, but there is still no black space when the progress bar tracks across the background image.
I don’t know what program is being used to create these boots skins to give one control over the progress bar black space color, but I can see that there are other lines of information in the .INI file. It reads…

I removed this part of the bootskins code and then rebooted my computer to see if this is what allowed the progress bar not to cause the space under it to turn black as it moved across the screen.

As I expected, when I removed that code from the boot skin called "Another Day", the space did turn black as the progress bar moved across the screen without that particular section of code.
But when I attempted to add the code to another boot skin that would normally turn the space under the progress bar black, to see if it would not turn black, did not work.
It still tuned black, so I think that the code is just for the boot skin that it was created for and the series of number must match the 16 colors of that particular image.
Do you guys know anything about this? I would love to be able to turn that progress bar black area a color that I want that matches my boot skin colors
I know this is long but, I wanted you all to know what I am trying to convey.
