What happened to the AI tech victory option for the xpack?

I recall that one of the early features of the X-pack would be an option for the AI to win by some sort of techvictory too. I'm playing the beta now, but I can't find anything about it.

Can you enlighten us Brad?

Yes, I'm also interested in how this would be implemented. It's not in the betas as yet.
