Getting your enemy tech

Why we don't get a tech each time we conquer an enemy planet like was in GC OS/2?

What's the reason for the change?

I am not sure it is a change so much as it is a matter of having the artwork and code ready for it. At lease I hope that is the reason.

I do not think it always happened with OS/2 seemed more like a random event.

But if an enemy has a technology you do not have yet why not ?

It was a random event, and some times it was a tech that
you already had.

Hopefully, it will be added.
