It's all done to kill the poor people of America, evidently after years of exploiting them for cheap labor, we are now able to with Nafta to exploit the skills of foregin labor markets he is targetting and executing the poor. Evidently the welfare system is just too backed up, and the workfare system doesn't have enough jobs available. Send a few devistating hurricanes after the poorer communities and then they can have more poor people to exploit using workfare. Next target will be Canada because of their disobidence. Remember Bush has the power with his weather machine, him and Dr. Evil are teaming up to take over the world. Oh wait you're creating more poor people by these hurricanes? Yes but now we have more jobs available with the reconstruction of the cities afterwards. Who's going to live there? The poor people on workfare.
