It sounds like the task pane is displaying in Classic Windows color scheme, but a screenshot might also help if you can post one.
OS - Windows XP SP2
Windowblinds - 4.6 paid
Programs - Styler, Norton Internet Security, MSN Messneger, Winamp, CursorXP (paid version)
Admistrator account

Is this the scroll bar color changer program?
If so, you might try restoring the Windows scrollbar defaults, and disable Styler to test the functionality of WindowBlinds.
I have never used Styler, but due to the fact that WindowBlinds also skins the scroll bars, there may be a conflict creating the issue.
Perhaps try running the Blackcomb WindowBlind skin that came with the program to test with.
If you find that Styler is causing the issue, you might try deselecting the "scrollbars" option in WindowBlinds configuration\Basic Settings to see if both programs can work together.

I just downloaded, installed and applied the "foton" skin.
It works fine on my machine just running WindowBlinds, Icon Packager, and ObjectDock.
I did look at the read-me file, as well as the four shellstyle folders that are included with the download.
Did you extract following the instructions for any of the shellstyles to the WindowBlinds\foton folder?
I tried both left versions and the u-thin horizontal, and all worked - though each extraction wrote over a file in the WindowBlinds\foton folder.
If you do not find an issue with "Styler", you might want to try unloading WindowBlinds > restore Windows default theme > delete the current "foton" folder in the WindowBlinds sub-directory > reinstall the "foton.wba" by double-clicking it > extract only one of the shellstyles into the "WindowBlinds\foton" folder > reapply the skin.
Nice minimalistic skin.
