What do you mean when you say, "point the cursor in an unoccupied spot of the taskbar"?

I've tried reproducing your problem and it looks like the "Keep taskbar on top of other windows" option does alleviate it.

Do you notice any change in the taskbar's behavior when toggling this option?
Edit: Also, does this issue not arise when unloading Windowblinds?

Thanks for the reply Mike

"What do you mean when you say, "point the cursor in an unoccupied spot of the taskbar"?"
-->Yes, when you start any application it goes to the taskbar as a box but the rest of the space in the taskbar remains unoccupied pointing the cursor in the unoccupied space the taskbar appears, pointing in an occupied space the taskbar won't appear, and the same goes with the start button in the taskbar.

"I've tried reproducing your problem and it looks like the "Keep taskbar on top of other windows" option does alleviate it."
-->Does not work for me at least in the taskbar and start menu properties in windows, is there another option in windowblinds?

"Do you notice any change in the taskbar's behavior when toggling this option?"
-->Nop, the taskbar is perfectly skinned.

"Also, does this issue not arise when unloading Windowblinds?"
-->Works with no problem when I unload windowsblinds.

Here's the message from joeuser.com, perhaps this guy explain it more accurately:

Thanks again for the help.

Which version of Windowblinds are you using and which skin are you applying when running into this issue?

If all of your windows are minimized (Windows+M), will the taskbar then roll out when you mouse over it?
