Two diplomacy questions

Question 1:
When a race declares war on the Terrans (normally it's just because they felt like it) and are making no headway why is it always up to the Terrans to offer a peace treaty?

By no headway I mean that their ships keep losing and they can't take a planet no matter how many troops they throw at it.

Shouldn't the AI at some point realize that it made a mistake and that it might be a good thing to ask for peace?

Question 2:
How does one get a newly found race to appear on the Diplomacy screen?

I've found planets colonized by a major race and if "formal contact" hasn't been established I use the "speak to" button on the planet display but even this doesn't result in the race showing up as reachable via the Diplomacy screen.

Yet whenever a major race's ships fly past up comes the pop-up that says, essentially, "howdy" and the race is now reachable via the Diplomacy screen.

but good questions. I've had races surrender to me but never offer peace terms.

I suppose AI diplomacy is still a little bit "rude"

Or a bit crude just yet. I remember posts from SD saying the AI is still a bit primitive but I haven't heard that the AI diplomacy was anywhere near what it will be.

Races only appear once you have seen one of their ships with one of your ships in the same sector for a turn. You have to basically fly past each other for a turn. At least thats the way I see it.

Hence they can wonder through you planetary system without even saying Hi if you don't have a ship in the system or orbiting a planet. I guess the planetary antennas just can't pick up the cries of war until it is too late.

This has been mentioned before to be exatly that. Diplomacy only opens once the ships of two races meet, not when you find one of their planets. That was not intended to be the case, but for the moment, that's how it works.

If you want to speed things up, you could try sending out a relatively worthless ship to the AI planet with one other ship, then trading the 'useless' ship to the AI. On that AI's next turn, they should open Diplomatic channels (although you need to have researched Universal Translator to understand the dialog that comes up).

Yesterday I made it so that whenever you encounter an alien star or alien ship, it should set your relations with them from unknown to neutral at the end of the turn(in your build it just does it for ships or stars with ships in orbit). I was working on making it instantaneous, but there were problems with it and I decided to move on to other things for the moment.
