Ship list shows only 3 ships when there are 5 to be shown.

Start with 6 ships. Display the ship list and move it with the scroll bar or arrows so that the first one or two ships are off screen. switch back to the main view so that the ship list goes off of the screen, then do something to eliminate one of the ships, such as coloniozing a planet. Now bring up the ship list again. The ships that were off the top of the viewing area are still above the viewing area, but the scroll bar is no longer there, so there is no way to get them back onto the viewing area.
What I would like to see is that if any ships are off the viewing area the scroll bar becomes active. I like the behavior where the ship list keeps track of what part of the ship list was last shown. Just let me have something to move unviewed ships back into the viewing area of the ship list even though there are less than 6 ships in the list. Then, when all the ships are in the viewing area the scroll bar can be removed.
