Minor race promotions?

In my last two games, I had a couple interesting occurances:

1) The Yor decided to surrender to the Alexians.

2) The Alexians conquered the Dregin.

In both of those occurances, shouldn't the Alexians have been promoted to a major power? I mean, if they beat one of the big boys, shouldn't they count as one, and have voting rights and such?

I'm not sure if it's feasible to add it at this point, but it seems like it should be.

Actually, this brings up another point:

My general game strategy is the old build-to-superiority-then-conquer model. Whenever I play a game vs a bunch of Idiots and Dummies, I tend to end up with the Minor races being my big opponents. Isn't that a bit odd?

The possibility of something like this was brought up before, and the decision was to not add it, although I don't remember why at this point.

The minor AI settings can't be changed, AFAIK, so they pretty much stay at average intelligence.

Without the advantages that the six major races get at the start of the game, they tend not to be able to get much done, but with the major AI on idiot, money is about the only thing holding them back.

Hmm. Having the Minor AI's at average could be a difficulty issue for some. I find it amusing as all hell myself, especially when everyone else gets taken out by the Alexians, but other people might find it irksome.
